You should make it if someone spams something for 5 times, they get timed out for 5 minutes or something.
Also make it that if you've said something bad you can get permalocked from the chat.

It is possible to remove someone's chat perms. You need to find them in the admin panel, click permissions, then scroll all the way down to "Chat user permissions" and change "View Chat" to Never.
